The Erie Canal Chapter of the Armed Forces Communications and Electronics Association (AFCEA) in conjunction with National Defense Industrial Association (NDIA), the Griffiss Institute for Information Assurance (GIIA) and the Air Force Research Laboratory's Information Directorate (AFRL/IF) is hosting a conference on Transformation and Operations in Cyberspace-TOPS in Cyberspace.

The Conference is being held in the academic setting of Hamilton College, Clinton, NY on June 15 and 16, 2004, followed by two parallel sessions held in facilities of AFRL/IF in Rome, NY on June 17, 2004.

These sessions are:
A classified session on "Defensive and Offensive Cyber Operations".
The annual Information Institute Workshop

The TOPS in Cyberspace Conference addresses technologies supporting the transformation of Cyberspace to effectively allow operations to defend military and civilian assets, and attack criminal and hostile foreign military Cyber elements.

On Tuesday, June 15, the conference begins with a Plenary Session consisting of senior Air Force, Homeland Security, National Institute of Justice and law enforcement officials addressing their respective Cyberspace needs.  Following these operational overviews, are examples of military technologies that have or are being transformed into civilian use within the Department of Homeland Security and various law enforcement agencies.  Following these examples, is a unique presentation on new evolving business models that have been used in this of transformation.

On Wednesday, June 16, there are 3 parallel technical sessions supporting future Cyberspace systems. The presentations in these sessions highlight the technology needs in a speech given by General Martin, Commander of the Air Force Material Command at the InfoTech Conference held on 23 October 2003. At that Conference he stated that the military needs:

"...battle space awareness at the touch of a screen", with..."information...presented in such a way that you can make immediate decisions at the level of your authority" , and "...execute an action that will achieve the discreet effects in near real time."

Session 1, technologies for "Exploitation and Fusion in Cyberspace."

Session 2, technologies for "Management and Command & Control in Cyberspace".

Session 3, technologies for "Defensive Military Operations in Cyberspace".

On Thursday, June 17, two parallel sessions will be held at Air Force Research Laboratory's Information Directorate, Rome, NY.

Session 4 is a companion-classified session to Session 3 held in the secure facilities of Building 106 covering the technologies necessary for conducting "Offensive Military Operations in Cyberspace".

The Information Institute is the Annual Workshop to be held in the new West Wing of Building 3.
